In a significant move to accelerate the development of Nigeria’s natural gas resources, the NNPC has entered into a tripartite framework agreement with China Gas and PCCS. The Memorandum of Understanding (MoU) was formally signed at NNPC headquarters, with Dr. Bashir Bayo Ojulari, Group Chief Executive Officer of NNPC, presiding over the ceremony.
Dr. Ojulari extended a warm welcome to the delegation from China Gas and expressed strong support for the investment collaboration, emphasizing his desire to see the cooperative projects implemented swiftly. The signing was attended by key NNPC executives, including Mr. Olalekan Ogunleye, Executive Vice President of Gas, Power & New Energy, and Mr. Ibrahim Hamza, General Manager of NNPC Gas & Power Investment Services (NGPIS), alongside other senior leaders.
The MoU establishes a cooperative governance structure and outlines fundamental principles to jointly promote large-scale gas development in Nigeria. The collaboration will focus on three critical areas:
- Liquefied Natural Gas (LNG) Projects: Including flare-gas-to-LNG, FLNG, and onshore LNG initiatives. Cooperation will span the entire project lifecycle from resource assessment and feasibility studies to engineering, business structure, regulatory compliance, project execution (EPCIC), operational readiness, and maintenance strategy.
- Gas-Fired Power Generation: The parties will collaborate on developing gas-fired power plant projects, covering demand and grid studies, technology selection, site development, engineering and design, fuel supply and business framework, regulatory compliance, EPCC, operations, and asset management.
- Gas-Based Industrialization (GBI): The partnership will explore and execute projects in gas-related industries, focusing on market and value chain analysis, plant/facility development, shipping and logistics engineering, infrastructure integration, business framework, regulatory and safety compliance, and operational optimization.

Following the official signing ceremony, the leaders and executives from NNPC, China Gas, and PCCS joined in group sessions to commemorate the historic partnership. Following the signing of the tripartite framework agreement, a joint delegation from PCCS and China Gas was received by the Nigerian Minister of Petroleum (Natural Gas) for high-level discussions. The Minister opened the meeting by reiterating his gratitude for the warm hospitality extended to him by the leadership of China Gas during his recent visits to Beijing and Shenzhen.
He further expressed his appreciation for the delegation’s prompt return visit to Nigeria, underscoring the momentum in the bilateral energy dialogue. Extending a warm welcome, the Minister emphasized that Nigeria’s vast natural gas reserves present significant opportunities that require collaboration with technologically capable and financially robust partners like China Gas to achieve mutual success.
The Minister conveyed strong governmental support for the cooperative projects outlined in the recently signed Memorandum of Understanding with the NNPC and expressed his hope for their swift implementation. In response, the delegation lead affirmed their commitment and stated that following an intensive three-week site assessment across relevant project locations, they would provide the Minister with detailed feedback and a structured investment plan.
Site Visit to NNPC Power Project and AKK Pipeline Integration
On the morning of February 4, 2026, PCCS and the China Gas delegation conducted a site visit to a major 500 MW power plant currently under construction by the Nigerian National Petroleum Corporation (NNPC). The facility is strategically located along the route of the Ajaokuta-Kaduna-Kano (AKK) natural gas pipeline in Abuja.
The visit provided the delegation with first-hand insight into the scale and progress of a critical infrastructure project aimed at bolstering Nigeria's electricity generation capacity. Discussions on-site focused on the operational integration between the power plant and the AKK pipeline network, specifically addressing the pipeline's current and future transport capacity.
Further dialogue explored the broader application scenarios and commercial opportunities for natural gas utilization along the pipeline corridor. This includes potential for industrial offtake, commercial distribution, and supporting other gas-based projects, aligning with national objectives to maximize the economic value of domestic gas resources. As part of its comprehensive market evaluation in Nigeria, the delegation from China Gas Holdings Limited visited a Compressed Natural Gas (CNG) refueling station during its return journey from a series of high-level engagements.
The visit provided the delegation with an opportunity to observe the operational realities of Nigeria's downstream natural gas infrastructure firsthand. The team engaged with on-site staff to gain insights into the local market environment, including fuel supply conditions, consumer demand patterns, and the general business landscape surrounding natural gas vehicle fuel distribution.
This practical assessment complements the delegation's earlier strategic and government-level discussions, offering a grounded perspective on the current state and potential of Nigeria's CNG market.
