Itinerary: Visit PCCS Delta Energy Park

The delegation visited and inspected the PCCS Delta Energy Park, a 500-hectare industrial park that will become a major industrial hub in Nigeria. Led by PCCS, the park has officially leased 500 hectares of land, marking the full launch of this large-scale integrated industrial park project. PCCS Managing Director Tim Tian explained that Delta Energy Park will be developed steadily in phases and using a modular approach. The first phase will focus on basic land preparation, including large-scale sand excavation and backfilling, laying a solid foundation for subsequent construction. Based on this, the park will simultaneously conduct systematic investment promotion, showcasing its diversified business positioning to global and local companies.

According to the overall plan, the industrial park will house multiple core functions. On one hand, it plans to build a large-scale, modern overseas warehouse to strengthen regional logistics hub capabilities; on the other hand, the park will introduce key chemical facilities, including a dehydrocarbonization plant, to improve the local natural gas downstream processing industry chain. This layout aims to fully utilize Nigeria's abundant oil and gas resources and advantageous geographical location to create a comprehensive industrial platform integrating warehousing and logistics, chemical production, and technological processing.

Following their visit, the delegation stated that the industrial park's planning and development aligns perfectly with Nigeria's economic transformation strategy of promoting industrialization and enhancing local processing capabilities. Its 500-hectare scale and pragmatic phased implementation approach make it a promising candidate to become a significant industrial cluster and investment destination in West Africa, injecting new vitality into regional economic development.

Visit PCCS Topline 5MMSCFD LNG Plant Project Site

China Gas Delegation conducted an on-site inspection of the PCCS Topline 5MMSCFD liquefied natural gas (LNG) plant project. Currently, the project has completed key preliminary preparations, and all core equipment and materials required for production have been successfully delivered to the Nigerian site, marking the imminent entry of this important energy infrastructure project into the fast track of full-scale construction and installation.

During the site inspection, Tim Tian provided the delegation with a detailed overview of the current progress. Due to the client's arrangements, the project has officially commenced preliminary civil engineering work after completing preliminary preparations, including site leveling and foundation construction. This foundation work is a necessary prerequisite for ensuring the safe and stable installation of subsequent heavy equipment.

Notably, all major process equipment, modular skid-mounted units, and construction materials have been assembled and are in place. The project team stated that once the current preliminary civil engineering work is successfully completed, a seamless transition will be initiated to efficiently advance the installation and connection of core equipment and skid-mounted units, as well as the commissioning of the entire system. Thanks to thorough prior preparation and the advantages of modular design, the entire process from installation to commissioning is expected to proceed rapidly.

Itinerary: Visit PCCS Edo Refinery 1,000BPD Project Site

Professor Liu led a delegation on a field visit to the Edo Refinery refinery, a PCCS investment project in Nigeria that is already successfully operating. This refinery is PCCS's first such project in Nigeria, and its stable operation provides a valuable first-hand sample and on-site research opportunity for a deeper understanding of the country's local oil processing capabilities.

The refinery is designed to process 10,000 barrels of crude oil per day. Accompanied and given detailed explanations by project manager IBRAHIM ALI WADA, the delegation explored the core area of the plant, visiting the central control room integrating advanced control systems and the standardized laboratories responsible for monitoring the quality of feedstocks and finished products. Mr. ALI systematically introduced the refinery's overall process configuration, current production operation status, and technical characteristics. It is understood that the planned Delta Energy Park will integrate real-time data from this refinery's control system, enabling remote centralized monitoring and data analysis of production status.

Through this visit, the delegation gained a direct and in-depth understanding of the operation of modern, medium-sized oil refining facilities in Nigeria. This project not only demonstrates the pragmatic investment of international capital in Nigeria's downstream energy sector, but its successful practice also provides a valuable practical case and technical reference for assessing the country's strategic path to enhance its domestic crude oil processing capacity and reduce its dependence on imported refined oil products.
