— Modular EPC+OM Capabilities Support Myanmar in Strengthening Domestic Refining and Fuel Supply Capacity
On October 14, 2026, in Thanlyin, Yangon Region, Myanmar — The Phase I ADU commissioning ceremony was held for the Thanlyin Oil Refinery, which is invested and developed by Chang Energy Company Limited and for which PCCS serves as the EPC+OM contractor. Mr. He Zhenyong, a PCCS representative, attended the ceremony upon invitation. The ceremony marks another international project validation of PCCS’s engineering delivery and full-lifecycle service capabilities in the modular refinery sector in Southeast Asia.
The Thanlyin Oil Refinery had been out of operation since 2017 due to profitability and feedstock supply issues. The commissioning of Phase I is an important step in Myanmar’s efforts to rebuild its domestic refining industry and reduce reliance on imported fuel. PCCS’s scope of work for the project includes: EPC construction of the Phase I 10,000 bpd atmospheric distillation unit (ADU) and 4,000 bpd Jet A-1 production unit; operations and maintenance (OM) of the modular refinery; integrated modular design, procurement, construction and commissioning coordination; and localized technical training and O&M system development.
During the ceremony, Myanmar President Min Aung Hlaing pressed the feed button and inspected the main control room, where he received a report from the Ministry of Electricity and Energy on the fuel oil production process. The project company emphasized during the event that refinery operations require a coordinated approach to feedstock supply, production capacity, product quality and economic viability, while balancing cost efficiency, technology and human resource development, workplace safety and environmental protection; refinery operations, equipment maintenance, energy consumption and product quality should also be continuously assessed, with timely corrective measures taken where deviations from targets occur.
Phase I of the Thanlyin Oil Refinery has the capacity to process 500,000 tonnes of crude oil and 150,000 tonnes of Jet A-1 per year. Initial production will focus on Jet A-1, diesel and low-grade gasoline, gradually expanding to motor gasoline. Under the publicly announced project plan, Phase II will include a 70,000 bpd ADU and a 10,000 bpd CCR unit, scheduled for completion in 2028. Once fully operational, the project is expected to process more than 60,000 bpd of crude oil and meet approximately half of Myanmar’s domestic fuel demand. The project is expected to help Myanmar reduce reliance on imported fuel, save foreign exchange expenditure and provide energy support for domestic manufacturing sectors.
PCCS stated that the core advantages of modular refineries lie in standardized design, shop fabrication, rapid deployment and cost control. Through its integrated EPC and OM services, the company reduces interface risks between design, construction and operations, thereby safeguarding schedule and quality while enhancing the long-term operational continuity and economic performance of the refinery. Leveraging its engineering experience in oil and gas processing, petrochemicals and new energy, PCCS has developed a modular refinery capability portfolio covering engineering design, regulatory compliance, project delivery and operations and maintenance, and has established a proven track record in modular refinery engineering, compliance and delivery. The company will continue to prioritize safety, environmental protection and quality, while advancing local talent development, and will support the stable operation of Phase I and the orderly progression of the Phase II expansion of the Thanlyin Oil Refinery.
